How does Dagon's final transformation and Deep One loss condition work?

Only the active player transforms, and a dead investigator cannot be transformed. A dead investigator is not on the board, so the players lose once the majority of the remaining living investigators are fully transformed (a single survivor fully transformed is a loss).
