Can I push my own disc from outside the 15 circle into it when there are no opposing discs?
Several players quoting the tournament rules agree; the rulebook says nothing specific about raises.

Yes. Under the World Crokinole Championship rules this raise is a legal open-board shot, and the shooter stays on the board. If nothing ends up on or inside the 15 line, the shooter and everything it touched are removed.
