On an open board, does a shot count if the disc that ends in the 15 circle started there?
Several players agree, though the rulebook does not address it directly.

Yes. Any disc your shot moved counts toward legality, including one that began inside the 15 circle and ends there again. A disc merely sitting there that your shot never moved does not save the shot.
