Can I use both halves of a double-choice card such as Architect/Mercator?

No — you use one of the two personalities. In individual play you choose which; in team play the player who plays the card chooses one and the partner must use the other. Played through a Magister or Diplomat, you likewise pick either half, because the copy acts as the card itself.
