In team play, if only one partner takes the Tribune action, who can claim a Forum tile?
The designer answered this in a thread; it applies when only one partner does the Tribune (the normal both-partner Tribune pools cards, per the rulebook).

Only the partner taking the Tribune action can claim a tile, counting just the cards they return. If the other partner later takes a Tribune action too, they can claim a tile then.
