How does Contrarius choose which city to build in?
You never choose. Contrarius follows the priority list in the rules: a city reachable by its colonist's move, then an empty city, then a province it does not yet have, then alphabetical order. A city counts as reachable only if the colonist can end on a free line next to it, and cities themselves do not block lines.
