If the penalty card I draw is a special card, do I still have to play cards from my hand?
The rulebook's special-card rule applies to whoever gets the card; a poster reading it the same way agrees.

Yes. A special card drawn from the penalty pile goes into your hand like any other special card, and you must still play a card of the last-claimed animal, or any two other cards, in front of you.
