Yes. You can fight without drawing any cards if your upgrades and played project cards already reach the city value. Per the rulebook the first drawn card costs 1 energy and each further card 2 energy or 3 victory points, so with no energy you cannot start drawing; one forum player reads 3 VP as an alternative for every draw, which the rulebook does not state.
