Do I need stars to advance, and does planting 10 tiles affect star goals?

No. The campaign moves on regardless of how many stars you earned; stars are only totaled at the end (30 of 37 needed for the solo campaign). Planting at least 10 growth tiles is a separate chapter goal that you must meet to reach the last story card, and it does not change your stars. You may replay a chapter if you are unhappy with the result.
