When are empty Export contract spots refilled?
The designer answered this directly in 2017, and the rulebook text agrees.

Only in the Preparation phase at the start of each round, never when a contract is taken. Contracts nobody took stay on the board rather than being replaced. (Solo play differs; see the Solo rules.)
