Are two lochs separated by a thin spit of land adjacent for shipping and settlements?

Yes, by intent. The publisher's rep said the two lochs were meant to be adjacent, so you can ship straight through the spit, but that it does not matter much as long as your table agrees on one reading beforehand. One player reports the same intent for settlement scoring, so the two lochs are treated as ordinary lochs.
