How are ties broken at the end of the game?
The designer answered this directly in 2017, and the rulebook text agrees.

By leftover money. First convert every full £10 to 1 VP; the pounds remaining after that (for example 7 from 57) break the tie. The designer said leftover money is sufficient as the tiebreaker because ties are rare and he saw no need for another.
