How does the Port tile that swaps two of my units work?
The designer answered this directly in 2018, and the rulebook text agrees.

You exchange two units from your Player board (not Fields) for two of your units on the map (not Fields), free of charge. Neither new unit may be the same type as either removed unit, though the two removed (or two new) units may match each other, and each new unit must suit the terrain it lands on. A Woodcutter and a Miner count as different unit types. You need to swap two units, not one, and the swap can earn the Building bonus but no Neighbourhood bonus.
