Do my two starting workers have to be one Woodcutter and one Miner?

No — each of your two starting workers can be either type, so two Woodcutters, two Miners or one of each is fine. You pay both the land cost and the worker cost for each, out of your starting money. The second worker need not be adjacent to the first.
