In what order does the Production phase happen?
The rulebook's Phase 3: Production section states this.

Each player produces in this order: first workers pay income (Woodcutter £4, Miner £6, or £6 and £8 once upgraded), then Sheep give Wool, Cows give Milk and Fields give two Grain each, then you may process Basic goods into Processed goods at your factories. Money and goods come from the empty slots on your Player board.
