Where can the Milk or Grain I process come from, and do I need Cows or Fields on the map?
The rulebook's Phase 3: Production section states this.

Anywhere — goods produced this round, kept from earlier rounds or bought on the Market. You do need the matching factory on the map, but not the Cow or Field; having no Fields is fine if you buy Grain.
