Can I use a Port tile to pay for the unit whose placement brings the port into my reach?
The designer answered this directly in 2018, and the rulebook text agrees.

No — the port must already be in reach before you use it. You may, however, place the unit first (paying normally) and then use the now-reachable port, including a price-manipulation port followed by the Neighbourhood bonus.
