When can Clan MacKenzie take barrels out of the cellar, and what is paid?
The designer answered this directly in 2017, and the rulebook text agrees.

Barrels age one slot at the start of each Production phase; one starting that phase in the last slot moves into stock. You can also move any barrel into stock at any time, even mid-turn to raise cash, and you gain £7 or £15 for aged Whisky. Withdrawing is optional, and cellar Whisky counts for Scoring tile #2.
