Where does Clan Fergusson place its three starting workers?
The rulebook's Clan Fergusson section states this.

All three go on border spaces of the active map, and you still pay worker plus land cost for each. The third is placed after everyone else has placed theirs. In a 3-4 player game border spaces are the outermost non-water spaces; in a 1-2 player game they are the non-shaded spaces just inside the misty edge. Fergusson starts with 2-loch Shipping (1-loch in a 1-2 player game).
