Probably your choice. The publisher's rep said that where the rules fix no order, players may choose. Some players argue the Building bonus must come first because the rulebook calls it part of the Expand action, and others say contract bonuses precede neighbourhood bonuses, so no ruling fixes an order for this exact case.
