When do I get the Building bonus, and what does it let me do?

When you place your fourth Cheese dairy, Bakery or Distillery (not Fields or animals) while your Export box is empty. You look at three random contracts from the draw pile, take one or none, and pay the current round price for it; the rest go to the bottom of the pile. It is part of the Expand action. If you already hold a contract, the bonus is lost.
