Can I place a Field or other building during setup instead of a worker?
The rulebook's Placing the First Workers section states this.

No — during setup you may only place your first Woodcutter and Miner (Woodcutters on empty forest, Miners on any empty mountain). Everything else has to wait for the Expand action in the game proper.
