Does a Dragon Attack symbol already sitting in the Dungeon Row, or on a card I bought, cause an attack?

No. Only a Dragon symbol on a card newly revealed during a refill triggers an attack, and then only once per refill. A dragon card left in the row stays until bought or defeated; buying or playing it later does not attack.
