Can I pick Mister Whiskers' -2 Clank option when I have no Clank in the area?

The designer confirmed it, and a community post quotes the November 2017 official FAQ saying the same.

Yes. You may choose the -2 Clank option even when you have no Clank in the Clank area, so the Dragon Attack option is not forced.
