When is the Dungeon Row refilled?
The rulebook's Step 3 states refilling at end of every turn.

At the end of every player's turn, after buying, not after each card bought. The turn is effectively over then, so you can't use Skill, potions or effects after a refill attack. The only mid-turn replacement is a card that explicitly says to replace a row card, like Treasure Hunter.
