When a card makes every player rotate tiles, who goes first?
The designer gave this order, matching the rulebook's 'each player' rule.

Doing it simultaneously is fine. If order matters, go clockwise starting with the player taking (or ending) their turn. A rotation in the middle of a turn also starts with the active player and goes clockwise.
