No for conditions — you get a card's effects regardless of play order, so Rebel General, Lie in Wait and similar conditions are checked as they resolve, and Lute counts all Clank made this turn. Resources pool, so you can also take actions between card plays. Order does matter for discarding: once a card is played it is no longer in your hand to be discarded.
