Which buildings are guaranteed to activate regardless of the provost?
The rulebook states this plainly.

The special buildings before the bridge always activate, and so does the first building after the bridge, since the provost cannot be moved back to the bridge. Every later building can be left unactivated if the provost stops short; it is the provost, not the bailiff, that decides this.
