When do I score the point for another player using my building?
The designer answered this directly, and it matches the rulebook.

The owner gains 1 prestige point the moment another player places a worker there, even if the provost later stops the building from activating. A stone building's bonus cube is different: it arrives only on activation, and only for grey buildings.
