If I transform a building with a worker on it, when does the change happen and does the worker still get its action?
The designer quoted the rule and added the end-of-phase-5 limit.

You pay at once, but the swap waits until the building has been activated, so the worker still gets its effect. If the building lies beyond the provost, the swap happens at the end of phase 5 at the latest. Replacement is not delayed for an empty building.
