Where can the worker on the Gate move?
The rulebook states this plainly.

To any unoccupied space for free, including the castle, the inn, the stables (if you have no worker there) and other players' buildings, who then score a point. It cannot go to an occupied space, and it still costs the normal fee to place on the Gate. It is not activated at once; it activates in the normal road order.
