Can I build over fixed buildings or on a space I choose?
The rulebook states this plainly.

No — fixed buildings stay all game. New craft buildings go on the first free road space after the occupied ones. Only a residence (via the Lawyer) replaces a building, and only a neutral pink building or your own craft building; a prestige building can in turn replace your own residence.
