If only one of the two shapes on a card fits, must I draw that one?
The rulebook allows the 1x1 only when none of the available shapes can be legally drawn; community posts agree for the ruins case too.

Yes. You may use the 1x1 fallback only if neither shape can be legally drawn. This also applies after a ruins card: if one shape fits over a ruin, you must draw it rather than the 1x1.
