If a shape on the explore card can legally be drawn, must I draw it instead of a 1x1 square?
The rulebook text states this directly.

Yes. The 1x1 fallback applies only when none of the shapes on the card can be legally drawn. You cannot choose a shape that does not fit in order to get the 1x1, and you cannot decline a shape that fits.
