Who is the first player for the Wait option, and does it delay only the action?
The first player is whoever picked the round's action (the holder of the train token). Waiting delays only the action itself so the first player can see the others' moves first; the income or donation event keeps its normal order. It works with any action but matters most for Human Resources.
