Can I place a disc on top of another player's disc in a city or project space?
Replies agree and quote the rulebook's requirement of an unoccupied space.

No. Each project space holds exactly one disc. A build must go on an unoccupied space in the region where the employee was sent, matching the chosen project type, or into a small city.
