Several players agree on pooling; the rulebook says unused study points are lost.

Yes to pooling: R&D study points from all your departments in the turn are totalled and spent together. Unspent points are lost at the end of the turn. Points earned in an income event must be spent in that event and cannot be pooled with the action's points.
