How do I place the neutral blocking discs in a 2 or 3 player game?
Draw a solo card and put a disc on the top donation spot it shows, then put a disc on the leftmost free construction space of each city the card lists. Keep drawing cards until all 18 discs (2 players) or 9 discs (3 players) are placed. Each new disc in a city goes on the next free space to the left rather than alternating sides.
