Do neutral discs go into one-space (small) cities such as Reno during 2 and 3 player setup?
Yes. The disc goes on the leftmost space of every city named on the card, and a one-space city has only that space. Blocked small cities are intended and make the board tighter. One reader doubts this, but most replies and the online version place them.
