Can I send an employee on a Mission when I cannot meet the action's requirements?
Several players quote the rulebook note that Missions need the action's requirements to be met.

No. A Mission has to be a real use of the department, so if the cost cannot be paid (for example no cubes for a Construction build, or no new employee for Recruiting) you cannot send the employee. Management's Commerce & Finance Mission option costs $6 or 2 goods cubes.
