How does choosing an action on the Timeline work each round?
The rulebook describes the round in these steps.

The first player picks one of the four Timeline rows and places the Timeline marker (gear) just right of that row's action marker. The event on that space resolves, then all players perform the chosen action type starting with the first player. At the end of the round the first player moves that row's action marker one space right and passes the markers clockwise.
