How does Charitable Giving (Department 15) work: where can its donation go?
It lets you place a donation disc on a space that already holds another player's disc (up to three players can share one donation), and you still pay the usual cost. It cannot go on an empty space or one of your own discs, and you cannot use one donation twice. It triggers only when you send an employee on a Mission during an R&D action; it is not ongoing.
