Does the region activated on the Timeline limit where I can build, research or send employees?
Several players agree; the rulebook ties the activated region only to the income event.

No. The event region only decides whose employees come home and where income is collected. In the Use Departments phase you may send employees to any region, and R&D points can improve any region's transport. Construction still has to be in the region you sent that employee to.
