Who gets a power-up when several players want the same one?
Several players agree on first come, first served; the rulebook only says taking a power-up is the first End Phase step.

Whoever finishes first picks first. Each heroine runs her own End Phase at her own pace, and taking a power-up is its first step, so the first player to finish placing her current and grab a tile gets it.
