For Ling-Ling, what counts as inside and outside the pattern, and do plus spaces count?

Question

Accepted Answer

Inside is the requirement spaces plus any bullets in + spaces; outside is every other sight space, including unrequired empty spaces. Plus spaces are not outside, and you must sum all bullets in them. The 2020 designer reply agrees.
