Can a dotted empty-space requirement lie outside my sight, and does the hitbox count as empty?

No on both. Empty-space circles are real requirements that must be inside the sight, and the hitbox lies outside the sight grid so it does not count as an empty space. Any marker, such as a Senka crosshair, also breaks an empty-space requirement.
