Who starts the Action phase in Ages 2 and 3?
The rulebook's Release Valhalla phase says to pass the first player token left at the end of each Age.

The first player token passes one seat to the left at the end of every Age. Age 1 starts with the northernmost-born player, Age 2 with the player to that player's left, and so on.
