When does the Action phase end?
The rulebook states both end conditions, and several threads confirm the all-pillaged trigger.

It ends when every player is at 0 Rage or when every remaining (not destroyed) province has been pillaged. The second trigger is easy to miss: the moment the last province is pillaged the Age moves on, even if players still have Rage.
