When Loki's Trickery steals Rage, does the thief gain it and the victim lose it?
Yes. The victim loses 1 of the Rage they have left this Age and you gain 1. You cannot steal from a player who has none, and it takes from their current Rage, not their Rage stat. A tied battle has no winner, so nothing is stolen.
