Can a player with 0 Rage still join a battle called by someone else?
The rulebook says a player at 0 Rage can only react to others' battles and that the Call to Battle move is free even at 0 Rage.

Yes. At 0 Rage you cannot take your own actions, but you can still react to other players, including moving a figure in during a Call to Battle (which costs no Rage). Free reactions such as Loki's Blessing also work, because they are not actions.
